We, deicticallly formed in this instance to represent
"the Elders of Zion," a mythical but powerful group
implying the logical consensus of at least three men of
either or both Christian and Muslim theology, in summary
agree:
That -
Northern Nigeria, governed intellectually by the Caliphate
of Sultan Abubakar "the Poet of Persia," is willing
to enter into a dialog with the Federation of Nigeria,
hereinafter referred to as "Southern Nigeria" (or British
Nigeria), on matters pertaining, but not limited to,
a restructuring of the Union of 1914 to the extent that
any said "restructuring" be the deliberate result of
the implication of betterment. To use the Sharia Hizbah
as an example, should the British Nigerians, through
the legitimate arms of representation--as their Hausa-Fulani
brothers have done in Sokoto--require a legitimate
discussion on power devolution, they should go ahead
and demonstrate their capacity to effect change according
to their British tradition.
That -
To this end, a proposal concerning the merits of decentralization
be submitted to a council representing the legitimate interests
and aspirations of the British Nigerians for presentation to the
Northern Elders for perusal. It should be obvious that the interests
of Northern Nigeria shall not be shirked in granting the liberty
to the British Nigerians to accord the will of the federation to
better suit the legitimate interests of its denizens. Any proposal
that seeks to diminish the wellbeing of Sokoto shall be rejected
without fear or favor.
