for me many of these matters are fundamentally easy. i say, burn the entire crop this season and give the farmers it street value in cash... today... that money will be used to buy sandals, pepper fruit, olive oil, bread and agbadas... and the poppy crop will be used to not peddle influence in the dirty underworld of arms and drugs... and terrorist, who are relying most extensively on this season's crop, to finance their wilting dreams of world dominion... very easy...
